Public-Private Partnerships (PPPs) are an arrangement between two or more public and private sector organisations to finance, build and operate a public infrastructure project. In this arrangement, the public partner is a local, state or central government while the private partner is a single privately owned business or an association of businesses with similar expertise. PPPs could be for short-term or long-term and may or may not involve the element of funding. PPPs are extremely necessary and beneficial for large-scale projects that require focused and strategic planning, implementation and operation as well as high skill and funding. In this arrangement, the risks are distributed between the partners depending on which partner has the ability to assess, control and cope with the risks.
